In the late 70s I got popped for possession of a controlled substance. It was a felony. I was sentenced to 3 years probation. At 2.5 years I went back to court and the judge annulled the original charge and issued a ruling that it was as if nothing had happened and all rights and priviledge were restored as if it had never happened. I went on to grow up, got education, went to work and had a TS/SBI clearance for years.

Then I went to buy my first firearm. Thank you Sarah Brady. No way except to have the Governor of the State pardon me. The application required 3 references from each place I have lived over the many years. There was no way. I have a CCP. It was kind of funny because when I applied they saw the old felony but it was so old there was no information so the Sherriff granted it. Some years later I moved to a different county and had to reapply and got a call from that Sheriff office that I had lied on the reapplication about a previous Felony. What Felony? I sent the 1981 ruling to the DA and he dismissed the issue.

I have guns, all privately purchased.. But I can't buy one 'legally'. But I can carry legally. What a darn mess.

Appears you CAN buy legally. You just have an extra step to take!
 
If I can read into your reply that would be to file with the Governor of the State I haven't lived for 20 years. And then go back 45 years for three references from each physical location I lived. Many folks that knew me are gone. And who would respond to someone wanting a personal recommendation for someone they haven't seen for so many years? I might add that I lost more than a few 'friends' when the men in black showed up at their door asking questions about me and who else knew me? You wouldn't believe the people who called me, ripping me out.

It was interesting though. Some of those long time 'friends' didn't live much different then they did in earlier times. It was kind of sad. If I could get a word in to the rippen' out all I could say was I was not in trouble.

But now in WA, if you are law abiding, you can't even let someone shoot your firearm or even 'will' it to a family member. This stuff is as it was intended: Unintended Consequences. There is a book of that title that I highly recommend, if you can find it.

Can you document that last statement?? Last time I checked (to "gift" a firearm to my niece) was today and the Attorney General's Office showed no such restrictions in Washington State.

Firearm sales or transfers—Background checks—Requirements—Exceptions.

"(4) This section does not apply to:
(a) A transfer between immediate family members, which for this subsection shall be limited to spouses, domestic partners, parents, parents-in-law, children, siblings, siblings-in-law, grandparents, grandchildren, nieces, nephews, first cousins, aunts, and uncles, that is a bona fide gift or loan;
(b) The sale or transfer of an antique firearm;
(c) A temporary transfer of possession of a firearm if such transfer is necessary to prevent imminent death or great bodily harm to the person to whom the firearm is transferred if:
(i) The temporary transfer only lasts as long as immediately necessary to prevent such imminent death or great bodily harm; and
(ii) The person to whom the firearm is transferred is not prohibited from possessing firearms under state or federal law;
(d) A temporary transfer of possession of a firearm if: (i) The transfer is intended to prevent suicide or self-inflicted great bodily harm; (ii) the transfer lasts only as long as reasonably necessary to prevent death or great bodily harm; and (iii) the firearm is not utilized by the transferee for any purpose for the duration of the temporary transfer; .................................(more)."
