There was a time before the Patriot Act that a child could climb out of the virtual hole wherein there are no 'official' documents that they exist. Especially if at least one of the birth parents cooperated in helping. Now it is practically impossible.
It's one thing if the parents have made this decision for themselves. But when a child reaches adulthood and wants a different life they have been hamstrung.
