How do you get a fire going in wet conditions?

A soaked camping trip last fall taught me how tough wet-weather fires are!
I carry a ferro rod and fatwood now, and they've saved me a few times.
I also made some cotton ball-Vaseline fire starters after that trip. They work so good.
I'm always looking for new tricks to spark a blaze in the rain.
How do you get a fire going in wet conditions?
 
I pack a few trioxane fuel tabs in a ziplock. They light easy even in rain and burn hot to dry out kindling. Scrape birch bark for tinder if you are near trees. It catches fast.
 
I have a case of those left over form when I was in the army. I wonder if they are still good after 30 years.

Also, alcohol wipes. I was trained that a field biologist should ALWAYS have (1) a good knife, (2) a light & (3) a way of making fire!
